内容摘要:本文透过观察一个资源缺乏的小型开放经济(如台湾省等),建立一个兼具“关税、固定替代弹性的生产技术、与公办技能教育外部性 ”的两部门动态一般均衡模型,据以探讨宏观均衡动态的(不)安定性。在政府施行关税融通的制度下,若中间产品生产的要素替代弹性小(大)于1,即对应公办技能教育支出变化引起中间产品劳动边际产出变化的敏感度较小(大),则体系的乐观预期会(不会)在最终生产部门为劳力密集型时实现,均衡动态呈现多重(唯一)的路径。一旦政府取消关税后,只要最终生产部门为劳力密集型,则无论中间品生产要素替代程度与技能教育外部性的大小,乐观预期都不会实现。
